NERC Transmission Operator (TOP) Services

The City of Alexandria, Louisiana seeks a qualified firm to provide NERC‑certified Transmission Operator (TOP) services on a 24/7/365 basis for its transmission system. The contractor will operate the Transmission Control Center (TCC), maintain redundant ICCP and SCADA infrastructure, ensure backup power capability, and comply with all applicable NERC Reliability Standards, MISO market rules, and federal regulations. The contract is for a minimum three‑year term and may be renewed by mutual agreement. • Operate and staff a fully redundant TCC with SCADA scan rates ≤ 4 seconds and real‑time alarm management. • Provide backup TCC functionality, including redundant ICCP circuits to COA Master Station and MISO Operations Center. • Deliver all services in strict compliance with NERC, SERC, MISO, and FERC standards, and interface with COA’s power‑marketing contractors. • Maintain required insurance coverage (workers’ comp, CGL, auto, cybersecurity) and manage any subcontractors as the prime contractor.
