The City of Fulshear is seeking a qualified engineering consulting firm to plan, design, and support the construction of a 1‑million‑gallon‑per‑day (MGD) water reclamation facility at the Primrose site. The scope includes evaluating treatment alternatives (membrane bioreactor and ultrafiltration), developing a defensible basis of design, coordinating with the Texas Commission on Environmental Quality, preparing full construction documents, assisting with procurement and construction, and supporting startup and commissioning. The design must allow for future expansion, incorporate process redundancy, prioritize energy efficiency, lifecycle cost, and resiliency, and integrate with the city’s water‑reuse system.
