RFP – Borough Engineer

The Borough of Hightstown is seeking a New Jersey‑licensed Professional Engineer to serve as its Borough Engineer for the calendar year 2027. The contractor will provide comprehensive municipal engineering services, focusing on water and wastewater utility systems, review of subdivision/site‑plan applications, oversight of public improvements, preparation of bid documents, and technical support for the Borough’s Water Treatment Plant and Advanced Wastewater Treatment Plant. The work includes attending Council meetings, providing engineering advice, and supporting grant writing and GIS/traffic engineering activities. • Must be a NJ‑licensed PE with municipal water‑ and wastewater‑engineering experience. • Scope covers regulatory review, contract/bid preparation, technical services (surveying, GIS, traffic, structural, grant writing), and plant oversight. • Contract runs Jan 1 2027 – Dec 31 2027; sealed submissions due by 11:00 a.m. on Nov 24 2026; award expected in Jan 2027.
