RFP – Bond Counsel

The Borough of Hightstown, New Jersey, is seeking a qualified attorney‑at‑law to serve as Bond Counsel for the 2027 fiscal year. The selected counsel will provide comprehensive legal services related to municipal finance, including drafting and reviewing bond ordinances, public‑finance resolutions, various municipal note and bond instruments, official statements, and applications to the New Jersey Local Finance Board. The role also involves ongoing advisory support for authorization, issuance, and delivery of municipal debt, coordination with the Borough’s financial advisors and auditors, and any additional legal tasks requested by the Mayor, Council, CFO, or Business Administrator. Submissions must be sealed, include ten mandatory forms, and be delivered by November 24, 2026, 11:00 a.m. at the Hightstown Municipal Building.
