RFP – Affordable Housing Administrator

The Borough of Hightstown is seeking a qualified individual or firm to serve as the Affordable Housing Administrator for the 2027 fiscal year. The contractor will manage the municipality’s affordable‑housing program, ensure compliance with New Jersey Fair Housing Act and COAH regulations, administer the Housing Trust Fund, and oversee developer fee collections and fiscal‑management plans. The contract is a one‑year professional‑service agreement with a “not‑to‑exceed” cost proposal. • Administer and oversee existing and pending affordable‑housing developments in Hightstown. • Provide required Administrative Agent services under NJ Fair Housing Act and COAH Uniform Housing Affordability Controls. • Implement and monitor the Borough’s Spending Plan, Housing Trust Fund, and developer fee collections in compliance with state regulations. • Submit a sealed proposal (original, copy, and flash drive) by November 24 2026, including ten mandatory forms and disclosures.
