RFP – Planning Board Engineer

The Borough of Hightstown is seeking a New Jersey‑licensed Professional Engineer to serve as its Planning Board Engineer for the 2027 fiscal year. The engineer will attend all Planning Board meetings, review development applications and site plans, provide technical advice on municipal codes, and perform other non‑escrow engineering tasks as directed by the Board. The contract runs from January 1 2027 through December 31 2027, with payment made on a monthly basis after invoicing. Interested firms must submit a sealed proposal (original, copy, and flash drive) by November 24 2026, 11:00 a.m., including ten required forms such as ownership disclosure, non‑collusion affidavit, insurance and EEO certifications. • Must be a NJ‑licensed Professional Engineer with municipal/land‑use experience. • Responsibilities include meeting attendance, plan review, ordinance advice, and other engineering support for the Planning Board. • Submission package must contain detailed hourly rates, staff qualifications, past performance, references, and a “not‑to‑exceed” cost estimate. • Award will be made by the Borough Council in January 2027, with funding certified by the Chief Financial Officer.
