ARDOT Transit Tracking and Reporting System

The Arkansas Department of Transportation (ARDOT) seeks a qualified vendor to design, develop, host, and maintain a cloud‑based Transit Tracking and Reporting System (SaaS). The solution will serve ARDOT staff and its sub‑recipients, managing federal and state transit grant programs, program and asset data, and providing robust reporting and compliance tools. The platform must be secure, highly available, accessible, and integrate with existing financial, document‑management, and GIS systems. • Provide a web‑based SaaS portal covering grant‑management, program/asset management, and reporting modules. • Include configurable UI, role‑based access, Microsoft Entra SSO, SOC 2 compliance, 99.9999 % uptime, and U.S. data residency. • Deliver full implementation services – data migration, training, warranty/maintenance, and ongoing support. • Meet accessibility (Section 508/WCAG 2.1 A+AA) and security standards (TLS, encryption, regular pen‑tests). • Submit cost proposal, scoring rubric, eligible‑bidder certification, and required compliance forms.
