TO PROVIDE EMERGENCY SHELTER AND SUPPORTIVE SERVICES FOR THE HOMELESS DURING CODE BLUE ACTIVATION

The Erie County Department of Social Services is seeking a qualified organization to operate an emergency shelter and associated supportive services for homeless individuals during the county’s “Code Blue” cold‑weather activation. The contractor will run overnight shelters and daytime warming centers, provide bedding, basic meals, case management, and coordinate with local law‑enforcement, mental‑health agencies, and the Code Blue Collaborative. The contract is funded at $1.085 million for the October 2026‑May 2027 service window and includes reporting, data entry into HMIS, and compliance with trauma‑informed, DEI, ADA, and equal‑pay standards. • Operate 24‑hour emergency shelter (8 p.m.–8 a.m.) with separate men’s and women’s floors and a daytime warming area. • Provide staffing (2 on‑site staff + manager nightly, security, case managers) and basic services (cots, bedding, laundry, refreshments, meals). • Deliver case management, intake, HMIS data entry, and coordination with local agencies; submit weekly performance reports and monthly invoices.
