Transitional Living Center Operator

City of Tulsa seeks a qualified nonprofit to operate a 24‑hour, non‑congregate transitional living center for up to 59 households, providing intensive case management, security, meals, and medical coordination to move participants into permanent housing within 90‑120 days. The operator must manage all facility functions, comply with McKinney‑Vento requirements, and maintain daily performance metrics while securing extensive insurance coverage. • Operate a staffed 24‑hour facility with assigned rooms for 59 households. • Provide on‑site case management, CLEET‑certified security, meals, and coordinated medical services. • Manage all contractual, staffing, and administrative duties, and submit daily occupancy and outcome data. • Must be a 501(c)(3) nonprofit with at least 60 days of operating capital and ability to handle a $1.5‑$2 M annual budget. • Contract term: 1 year with two optional 1‑year renewals, award expected May 15 2025.
