RFP 2025-08 PROFESSIONAL PROPERTY MANAGEMENT SERVICES For the: Housing Authority of Clackamas Count

The Housing Authority of Clackamas County is seeking a professional property management company to provide third-party property management services for a new, 4% tax credit portfolio development, consisting of up to 220 multi-family units. The selected company will be responsible for the initial lease-up of the property, staffing, tenant selection and leasing, rent collection and security deposits, lease enforcement, ordinary maintenance and repair, inspections, preventive maintenance, and other tasks. The company will also be required to provide financial management, purchasing and subcontracting, life safety, resident and community relations, management reviews and inspections, and other services. The contract will be for a period of 24 months, with the option to renew for 12-month periods thereafter. • The company must have experience in managing affordable multifamily housing, including mix-use properties. • The company must have experience in managing permanent supportive housing properties. • The company must provide a sample staffing plan for the management of the project. • The company must provide a fee proposal based on gross residential income, excluding any commercial or other income. • The company must provide references from clients they have served in the past three years.
