The Tualatin Valley Water District (TVWD) is seeking Statements of Qualifications (SOQs) from professional engineering firms to provide on‑call, advisory services for the Willamette Water Supply System’s treatment, pumping, and transmission operations. Selected firms will be awarded umbrella contracts and later tasked via individual Task Orders for a wide variety of technical support activities, ranging from process troubleshooting to hydraulic modeling. The solicitation emphasizes that award of an umbrella contract does not guarantee work; task orders will be issued as needs arise.
• Provide on‑call engineering and consulting support for water‑treatment plant processes (coagulation, filtration, ozone, UV, residuals, instrumentation, SCADA, cybersecurity, etc.).
• Deliver advisory services for transmission system operations, including pipeline hydraulics, surge analysis, pressure management, corrosion control, and coordination with treatment facilities.
• Contracts are competitive sealed proposals; each umbrella contract is expected to stay under $250 K, with individual task orders capped at $500 K (larger orders may require a separate RFIP).
• Initial contract term is 2 years with up‑to three optional 1‑year extensions; work will be performed on an as‑needed basis under task orders.
