Public Water System Technical, Financial & Managerial Assistance

The Montana Department of Environmental Quality (DEQ) seeks a qualified contractor to provide both financial/managerial assistance and technical assistance to the state’s public water systems, with the goal of improving water quality and protecting public health. The effort is divided into two categories: (1) financial and managerial support—including economic assessments and consulting—and (2) technical consulting for water system operations. Services are to be delivered on an hourly basis from February 1 2027 through August 31 2028, with a lump‑sum hourly rate that must cover all direct and indirect costs. Funding is grant‑based but will not be available until February 1 2027.
