LMWWTP High-Rate Treatment Facility Progressive Design Build

The City of Cincinnati (in partnership with the Metropolitan Sewer District of Greater Cincinnati) is seeking qualified firms to provide progressive design‑build services for a high‑rate treatment (HRT) facility at the Little Miami Wastewater Treatment Plant. The scope includes complete design, permitting, demolition of existing structures, construction of a new 115 MGD HRT plant, upgrades to pump stations, electrical and SCADA integration, environmental remediation, and commissioning. The contract is estimated at $300 million and will be awarded in two phases, with Phase 1 (design/pre‑construction) slated to begin in June 2027 and Phase 2 (construction) concluding by December 2034. • Design‑build of a new 115 MGD high‑rate treatment facility and associated upgrades to achieve a 215 MGD peak wet‑weather capacity. • Demolition of existing dewatering, incineration, and maintenance buildings, plus ash‑lagoon closure and site remediation. • Full engineering services (civil, structural, mechanical, electrical, instrumentation & controls), permitting, construction, startup, commissioning, and staff training. • Mandatory site visit in December 2026; pre‑submission virtual meeting on October 7 2026 (optional). • DBE participation goal of 5.4 % required; bonding capacity of at least $400 M; $75 k stipend for unselected proposers.
