Description

The Delaware County Department of Human Services is seeking a qualified provider to deliver a comprehensive Independent Living Services program for youth aging out of foster care (ages 14‑23). The contractor will conduct eligibility assessments, develop and update individualized Independent‑Living Plans, provide life‑skills training, coordinate employment and education supports, manage housing placements, assist with vital‑document acquisition, and oversee stipend and ancillary‑fund distribution. Additional responsibilities include facilitating weekly group life‑skills sessions, coordinating youth advisory board activities, organizing at‑least‑annual retreats/camps, and submitting detailed monthly and quarterly reports to the County. • Core services: Ansel‑Casey assessments, individualized plans, case‑management, and transition conference coordination. • Program components: 10‑12‑week life‑skills groups, stipend administration, housing placement support, document procurement, and youth advisory board participation. • Administrative duties: Bi‑weekly invoicing, monthly progress reporting, record‑keeping for at least six years, and compliance with HIPAA, insurance, audit, and other contractual appendices.

Budget estimate

$500,000 – $800,000

The contract will serve roughly 130‑150 youth annually, each receiving stipends ($20 class + $25 meal credit per session, plus a $100 graduation payment) and ancillary services. Assuming an average of 12 weeks of programming per youth, direct stipend costs approximate $2,500‑$3,500 per youth, totaling $350,000‑$525,000. Adding staff salaries, transportation, facility rental, and administrative overhead (estimated 30‑40% of direct costs) brings the overall contract value to roughly $500,000‑$800,000. Thus, the provider could expect to earn in the mid‑half‑million to low‑million dollar range, contingent on staffing models and the exact volume of youth served.
