The North Carolina Department of Public Safety, through its Emergency Management (NCEM) Exercise Branch, seeks qualified vendors to design, develop, conduct, and evaluate all‑hazards discussion‑based and operations‑based exercises using the Homeland Security Exercise and Evaluation Program (HSEEP). The contractor must assess the 32 core capabilities across the five mission areas of the National Preparedness Goal, review existing local, regional, tribal, private and state plans, and produce HSEEP‑consistent exercise scenarios and supporting documentation. The contract is a three‑year award with an initial term of three years, during which the vendor will deliver quarterly tabletop and functional exercises, as well as larger statewide functional exercises, providing qualified facilitators, evaluators, and support staff.
• Design and develop HSEEP‑aligned exercise scenarios based on current state, regional, tribal, private and local emergency plans.
• Conduct quarterly tabletop and functional exercises (30‑50 participants for tabletop; 150‑250 for functional) and one large two‑day functional exercise per year.
• Provide qualified personnel: lead facilitator/controller, co‑facilitator/controller, evaluator, and additional staff for statewide exercises.
• Evaluate exercises against the 32 core capabilities and produce after‑action reports and improvement plans.
• Maintain compliance with NC statutes, E‑Verify, and all applicable federal and state regulations.
• Participate in periodic post‑award business review meetings and provide transition assistance if the contract is not renewed.
