Convenience Pay Services

The Loudoun County Sanitation Authority (DBA Loudoun Water) is seeking a qualified vendor to provide convenience pay services that enable customers to electronically and securely process payments. The solution must support consumer credit and debit cards, checking and savings accounts, and mobile payments. The vendor will provide professional services for all phases of implementation, including design, development, integration, testing, deployment, and project management. Key features of the solution include the ability to calculate, present, and apply customer-paid convenience fees in a transparent and PCI-compliant manner. • The solution must support multiple payment environments, including the LW Connect customer portal, Interactive Voice Response (IVR) systems, mobile devices/applications, and digital wallets. • The vendor must provide ongoing support, maintenance, and training after go-live to promote adoption and sustained success. • The solution must preserve fee-free options such as ACH/eCheck payments. • The vendor will be responsible for ensuring the solution is PCI-compliant and secure. • The contract will be governed by the provisions of the Virginia Public Procurement Act (VPPA).
