Iowa GROWS Program Evaluator

The State of Iowa seeks an external evaluator to provide a comprehensive, data‑driven assessment of the State Personnel Development Grant (SPDG) under the Iowa GROWS initiative. The contractor will design and implement evaluation tools, collect quantitative and qualitative data, analyze outcomes, and produce regular reports—including quarterly sales reports and annual summative evaluations—to guide continuous improvement of special‑education workforce development. The work spans an initial one‑year contract with the possibility of four additional one‑year renewals, supporting a five‑year grant lifecycle. • Develop and certify data‑collection instruments (surveys, interview guides, focus‑group protocols) aligned with grant objectives. • Conduct ongoing data gathering, cleaning, and mixed‑methods analysis to track progress toward apprenticeship, licensure, and professional‑development targets. • Deliver quarterly performance reports, annual summative evaluations, and required federal grant reporting, and facilitate stakeholder‑engagement activities such as annual forums. • Meet mandatory certifications (Prohibited‑Company status, Form 22 confidentiality) and adhere to Iowa’s contractual, insurance, and reporting requirements. • Provide technical and cost proposals, with a firm‑price guarantee for 120 days, and comply with Net‑60 payment terms and 10 % retainage.
