Solicitation Waiver, College Savings Consulting

The State Treasurer's Office is seeking a non-competitive contract with AKF Consulting LLC for strategic, legal, and programmatic consulting services related to Nevada's College Savings Plans, Prepaid Tuition Program, ABLE Program, and Employee Savings Trust Program. The contract will be for a term of approximately 4 years, from November 4, 2024, to December 31, 2028. The services include legal and regulatory insights, industry best practices, financial analysis, fee reviews, contract negotiations, and program design and governance. • Legal and regulatory insights and updates • Industry best practices • Financial analysis • Fee reviews • Contract negotiations, drafting, and review • Program design and governance • Program revisions • Investment updates, structure, and/or changes in coordination with investment consultant • Fiduciary and governance training for Board members and staff • Identification and assistance in the selection of investment and program managers • Presentations to Boards • Drafting, preparing, and/or reviewing of official documents, such as program descriptions and rating agency RFIs • Assistance with legal matters such as those relating to contracts, tax matters, participants, and otherwise • Other projects and matters as they arise in connection with the administration of these programs.
