Description

The Defense Threat Reduction Agency (DTRA) and the Defense Nuclear Weapons School (DNWS) are conducting market research for architectural and engineering services to modernize the Nuclear Weapons Instructional Museum (NWIM) located at Kirtland Air Force Base, New Mexico. The museum is a classified, secure facility used for training and historical preservation of the U.S. nuclear weapons stockpile. The Government seeks qualified firms—preferably with regional presence in NM, CO, OK, TX, or AZ—that can demonstrate experience with museum/visitor‑center renovations, federal and DoD installations, secure environments, and occupied‑facility modernization. Respondents must submit a capability statement, relevant project examples, staffing approach, and confirmation of small‑business eligibility under NAICS 541310. Submissions are electronic via SAM.gov and due by 5 PM ET on September 26 2026. • Scope: Architectural design, engineering, project management, and construction‑administration for a classified museum upgrade. • Required experience: Museum/visitor center modernization, federal/DoD facility work, secure‑facility renovation, occupied‑space projects. • Submission limits: ≤10 pages (excluding cover), font ≥11‑pt, 8.5×11 in format. • Target audience: Small‑business firms with an established office in the Southwest region. • No questions will be entertained during the sources‑sought phase; a formal solicitation may follow.

Budget estimate

$5,000,000 – $15,000,000

No contract value is disclosed in the sources‑sought notice. Based on comparable federal museum modernization projects—typically ranging from $5 million to $15 million for design, engineering, and construction‑administration services at a secure, classified facility—the likely award could fall within that band. Factors influencing the final amount include the extent of security requirements, the square‑footage to be renovated, and the level of detailed engineering and project‑management services required.
