RFP 07-2025-IT009 Debt Management Software Solution

The North Carolina Department of State Treasurer is seeking a vendor to provide a debt management software solution to support the State and Local Government Finance Division. The solution should be able to monitor issuance of all State debt, local government debt, and maintain all debt records and debt schedules. The solution should also be able to display, collect, transfer, receive, and log data entered directly into the solution and sent through third-party entities. The contract term will be three years with two optional one-year renewals. • The solution must meet the debt management requirements, including extending payment amounts to two decimal places and purpose allocation codes to four decimal places. • The solution must have the ability to maintain debt records and provide a disaster recovery plan. • The solution must be able to integrate with other solutions, including BiDCOMP/Parity, BNY Mellon and US Bank, Sterling, EMMA/MSRB, LOGOS, Microsoft Office applications, and Microsoft Power Platform applications. • The solution must comply with industry accessibility standards, including W3C Web Accessibility Initiative and Section 508. • The solution must provide a product documentation that demonstrates how the proposed solution is digitally accessible. The vendor must provide a detailed description of the solution, including the technical architecture, scalability, and roadmap for future development. The vendor must also provide a cost form that includes all applicable charges, such as handling, administrative, travel, and other similar fees.
