Engineering Services for Water System and Sewer Collection System Strategic Plans

The South Tahoe Public Utility District is seeking a consulting firm to develop two coordinated strategic plans – one for its potable‑water system and one for its sewer‑collection network – covering a 30‑ to 50‑year horizon with detailed 10‑year capital programming. The scope includes asset‑management, level‑of‑service, risk analysis, hydraulic modeling, lifecycle and condition‑assessment strategies, and the production of an integrated infrastructure investment roadmap, executive summary, and editable tools for ongoing updates. The effort will be performed under the District’s Master Services Agreement and will require close integration with existing InfoWater, AquaTwin, NexGen EAM, and GIS data. Deliverables include stand‑alone water and sewer strategic plans, GIS layers, model files, cost‑forecasting workbooks, and staff training materials. • Develop asset‑management, LoS, and risk frameworks and apply them to water and sewer systems. • Perform hydraulic and capacity evaluations using existing models and produce technical memoranda, maps, and GIS outputs. • Generate a multi‑year capital improvement roadmap, cost estimates, funding scenarios, and implementation strategies, culminating in final strategic plans and a district‑wide investment roadmap.
