Brine Line Master Service

The Inland Empire Utilities Agency (IEUA) is seeking an experienced engineering consulting firm to develop a comprehensive Brine Line Master Plan (BLMP) for its three non‑reclaimable brine‑line systems. The contractor will perform system condition assessments, update hydraulic models, create a customer database with brine‑flow forecasts, evaluate alternatives (including treatment and resource‑recovery options), conduct financial and policy analysis, and produce phased capital‑improvement and cost‑recovery recommendations. Deliverables include multiple technical memoranda, interim and final master‑plan reports, GIS‑compatible model files, and stakeholder workshop presentations. The work spans a two‑year contract with possible one‑year extensions and requires compliance with prevailing‑wage, insurance, and DIR registration requirements. • Perform site visits, condition assessments, and data‑gap analysis of existing brine‑line infrastructure. • Update/validate AquaTWIN hydraulic models and integrate GIS layers for IEUA use. • Forecast future brine‑flow loads, evaluate treatment/ recovery alternatives, and develop a phased capital‑improvement schedule with cost estimates. • Conduct stakeholder workshops, prepare interim presentations, and deliver a final master‑plan report in both PDF and native editable formats.
