Description

The City of Sunnyvale is seeking a qualified consulting firm to conduct a comprehensive feasibility study for implementing pedestrian scramble signal phases at two high‑school‑adjacent intersections during peak school hours. The consultant will review existing traffic conditions, collect new vehicle/pedestrian/bicycle counts, model four traffic scenarios using Vistro 2026, develop preliminary concept plans with cost estimates, and produce both draft and final study reports that meet WCAG 2.1 accessibility standards. The scope also includes presenting findings at one BPAC meeting and one City Council meeting. • Conduct document review, field observations, and data collection (traffic counts, collision data, signal timing). • Perform scenario modeling and Level‑of‑Service analysis for existing vs. scramble conditions now and in a 2040 future context. • Deliver a Draft Study (with two City review cycles) and a Final Study, plus 35 % concept‑plan drawings and cost estimates. • Provide presentation support for BPAC and City Council deliberations. • Project must be completed by June 1 2027; contract term is five years with a possible one‑year extension.

Budget estimate

$150,000 – $300,000

The solicitation does not disclose a contract value; comparable mid‑size transportation‑engineering feasibility studies for California municipalities usually range between $150,000 and $300,000, depending on data‑collection depth, modeling complexity, and deliverable detail. Factors influencing the final amount include hourly rates for senior engineers, scope of sub‑consultant services, and any optional deliverables.
