The Navajo Nation Division of Natural Resources is seeking proposals for a multi-year professional rodeo livestock contracting and rodeo production services contract for the "Home of the Navajo" PRCA Rodeo, to be held at the Navajo Nation Fairgrounds in Window Rock, Arizona, for the years 2027, 2028, and 2029. The contract includes providing personnel, contract help, rodeo entertainment, and livestock for a three-day PRCA rodeo production. Key requirements for proposers include: 1. Providing a statement of qualifications, including experience in professional rodeo livestock contracting and rodeo production services. 2. Submitting a cost proposal, including a fixed cost item, in a separate sealed envelope. 3. Providing proof of Navajo preference, if applicable. 4. Maintaining adequate insurance coverage, including general and auto liability coverages, with the Navajo Nation as an additional insured. 5. Complying with all applicable Navajo Nation laws, regulations, and policies, including the Navajo Business Opportunity Act and the Navajo Preference in Employment Act. The evaluation process will be a two-step process, consisting of: 1. Proposal evaluation, which will consider factors such as the proposer's qualifications, experience, and capability to provide quality and quantity of livestock. 2. Price negotiation, which will involve the owner developing a maximum feasible cost and negotiating with the most qualified proposers to arrive at a reasonable cost. The contract will be awarded to the most qualified and responsible proposer, based on the evaluation and negotiation process. The Navajo Nation reserves the right to waive technicalities and reject any or all proposals, if deemed to be in the best interests of the Navajo Nation. Proposals must be submitted by 5:00 P.M. (MST) on November 20, 2025, to the Navajo Nation Division of Natural Resources, and must include five copies of the proposal, with the original clearly marked as such. Any questions or clarifications must be directed to the Deputy Division Director, DNR, by email or phone.
