Lease and Operation of the Casper Speedway

The City of Casper is seeking a qualified individual or group to lease and operate the Casper Speedway, a ½‑mile oval dirt track and associated facilities, for a three‑year term (one‑year initial lease with two optional one‑year renewals). The lessee must run the venue as a self‑sustaining racing operation, handling all aspects of event programming, marketing, finance, maintenance, and compliance with city rules such as a 10:30 p.m. noise curfew. Proposers must submit detailed experience, a three‑year vision, annual operating and investment budgets, and a maintenance plan, along with three sealed hard‑copy proposals by the deadline. • Operate and maintain all track‑related assets (track surface, lighting, buildings, parking, water supply, etc.). • Provide a comprehensive racing program—including class structure, sanctioning bodies, prize payouts, and promotional activities. • Demonstrate financial self‑sufficiency through detailed budgets and a startup investment plan; no city subsidies will be provided.
