The Confederated Tribes of the Colville Reservation’s Fish & Wildlife Department is seeking a qualified contractor to repower a 2018 Munson Packman 30‑ft landing‑craft. The work includes removal of existing twin Honda outboards, installation of two new Honda “Drive‑by‑Wire” outboards, integration of dual‑station electronic controls, fuel‑system upgrades, steering system refurbishment, full electronic instrumentation, and a sea‑trial validation. The contractor must provide firm‑fixed‑price proposals, meet tribal insurance and bonding requirements, and may benefit from Indian‑preference scoring.
• Remove existing propulsion and related wiring; install two new Honda BF250D outboards with drive‑by‑wire electronics.
• Integrate dual‑helm Honda iST control heads, NMEA 2000 networking, and SeaStar steering system; upgrade fuel lines and ignition panels.
• Perform dockside diagnostics, a minimum 2‑hour sea trial, and deliver full documentation (warranties, schematics, manuals).
• Provide secure storage for the vessel, comply with Tribal Employment Rights Ordinance (TERO), and maintain required insurance/bonding.
• Proposals due Nov 13 2026; project must be completed by Feb 28 2027.
