IQMS for DMV DL/ID System Replacement Project

The State of Oregon is seeking an independent quality‑management consultant to provide comprehensive quality‑assurance, risk‑assessment, and independent testing services for the Driver License/Identification System Replacement (DISR) project. The consultant will work under a Master Price and Services Agreement, delivering a series of mandated deliverables that support ODOT’s transition to a new digital photo‑licensing system, ensuring compliance with ODOT quality standards, ISO 12207, and PMBOK practices. • Provide risk assessment reports, quality‑management plans, baseline QMS work plans, and lessons‑learned documentation. • Conduct quality‑control reviews of project artifacts (requirements, architecture, test plans, contracts) and produce periodic quality‑status and quarterly QA improvement reports. • Execute independent solution testing, including security testing and master test plan development, with up to nine quarterly reporting cycles. • Work on‑site or remotely with ODOT staff, attend project‑management and steering‑committee meetings, and supply all required staffing, software, and travel expenses. • Contract length is approximately two years (extendable to three years) with a fixed‑price structure to be defined by the vendor.
