The Commonwealth of Kentucky, through its Finance and Administration Cabinet, is seeking a qualified architectural (and multidisciplinary engineering) firm to provide full professional design services for the renovation and possible expansion of Shauntee Hall on Kentucky State University’s South Campus. The project supports the growth of KSU’s engineering program, requiring modern, technology‑rich instructional, laboratory, office, and support spaces while the existing building remains operational. The consultant will be responsible for programming, existing‑condition verification, design development (including potential second‑floor addition), code compliance, utility coordination, phasing, cost estimating, construction documents, and construction‑administration services through project close‑out. The total authorized project budget is $8 million for design and construction, with a design start targeted for October 2026 and construction slated to begin June 2027.
• Scope includes full architectural, civil, structural, mechanical, electrical, plumbing, fire‑protection, landscape, geotechnical, and technology/security design.
• Must develop phased construction plans to minimize disruption to ongoing university activities.
• Required deliverables span Phase A (120 days), Phase B (60 days), Phase C (30 days), and subsequent construction administration.
• Firm must be pre‑qualified with DECA, hold Kentucky architectural/engineering registration, and submit required affidavits and SF‑330 Part II.
• Evaluation based on experience, personnel qualifications, technical approach, cost/schedule management, capacity, and local coordination.
