Phase 1 (the immediate requirement) must be completed by February 2027 and includes a landing page, document library, email setup, administrative access, and training. Phase 2 (optional, starting Jan 2028) may expand the site with additional pages for economic‑development marketing, property listings, workforce resources, and more.
