HOUSING & HOMELESS ASSESSMENT & MARKET ANALYSIS

The City of Wilmington is seeking a qualified consulting firm to conduct a comprehensive housing and homeless needs assessment and market analysis in compliance with HUD Consolidated Planning regulations. The work will involve data collection from multiple federal and local sources, analysis of housing needs, market conditions, and funding recommendations for CDBG and HOME programs, and delivery of final reports and data sets within a three‑month timeframe. • Collect and quality‑check HUD, Census, CHAS, PIT, HIC, HMIS and local data sources. • Perform HUD‑mandated needs assessment (24 CFR 91.205) and market analysis (24 CFR 91.210). • Produce funding recommendation reports for CDBG and HOME, and draft sections of the city’s HUD Consolidated Plan. • Deliver all findings in stand‑alone reports and HUD eCon‑compatible formats, including data files, models, and a final presentation. • Must meet a tight 12‑week schedule and demonstrate regional experience in the Cape Fear area.
