The City and Borough of Wrangell is seeking a qualified professional engineering firm to provide full‑service engineering, permitting, design, and construction‑phase support for the Wrangell Harbor Basin Revitalization and Transportation Resiliency Project. The scope includes replacing marine float and anchoring systems at three harbor facilities, upgrading water, electrical, and fire‑suppression systems, relocating a parking lot, and delivering all required environmental and federal permits. The contract will be funded by a $25 M MARAD RAISE grant and must comply with extensive federal and state regulations, including NEPA, Buy‑America, and Title VI civil‑rights requirements. The firm must hold an Alaska business license, be registered on SAM.gov, and carry the specified insurance.
