RFP 27-88058 Administrator for HIV/STD/VH Programs

The Indiana Department of Health is seeking a qualified vendor to serve as the Third‑Party Administrator (TPA) for its statewide HIV, STD, and Viral Hepatitis (VH) programs. The TPA will be responsible for implementing and managing all administrative aspects of the programs, including enrollment assistance, claims processing, data management and reporting, pharmacy network management, and overall program oversight. This contract will support the delivery of prevention, testing, treatment, and surveillance services across Indiana’s public health system. • Scope includes full lifecycle administration of HIV/STD/VH program services. • Required capabilities: claims processing, data analytics/reporting, enrollment support, pharmacy network coordination, and compliance with state health regulations. • Vendor must have experience in public‑health program administration and third‑party administrator functions. • Deliverables include regular performance reports, financial reconciliation, and continuous improvement recommendations. • Contract award expected after the submission deadline of 11/30/2026.
