Gas Distribution System Planning and Engineering Consultant

The New Hampshire Department of Energy is seeking a consultant to provide ongoing engineering analysis and advice regarding the gas distribution system engineering and planning practices of New Hampshire’s regulated gas distribution utilities. The consultant will work on a broad range of gas utility system engineering related assignments, including prospective analysis and review of gas distribution system investments, retrospective analysis and review of completed gas distribution system investments, and quantitative and qualitative aspects of benefit-cost analysis. The contract will be for three years with an option to extend for an additional three-year period or three one-year periods. The not-to-exceed contract amount is $450,000. Some key responsibilities of the consultant include: • Working collaboratively with Department personnel to prepare discovery requests and review discovery responses • Attending stakeholder group meetings, technical sessions, settlement conferences, and hearings • Conducting a preliminary project scoping meeting with Department personnel for each assigned project • Providing live testimony if necessary and preparing reports as needed The consultant will be selected based on their knowledge and practical experience, proposed scope of work, experience and qualifications in providing similar services, and cost of consulting services.
