MARE ISLAND FACILITIES MAJOR MAINTENANCE NAVAL CHAPEL AND ADMIRAL’S MANSION/QUARTERS A IMPROVEMENT

This solicitation seeks a qualified contractor to perform historic‑preservation‑focused major maintenance on two City of Vallejo assets on Mare Island: the Naval Chapel (HUD‑grant scope) and the Admiral’s Mansion/Quarters A (combined HUD and NPS grant scopes). The work includes extensive envelope repairs, lead‑abatement, structural reinforcement, accessibility upgrades, roof replacement, mechanical/electrical/plumbing upgrades, and compliance with the Secretary of the Interior Standards for Rehabilitation. The contractor must self‑perform at least 50 % of the work, adhere to strict weekly reporting, and allow a two‑week city review period for submittals. • Envelope upgrades: shingle/trim replacement, stair repair, gutter/leader repair, painting, roof replacement, masonry repointing, chimney bracing. • Structural & seismic retrofits: foundation repairs, sill bolting, shear‑wall installation, wood post/beam reinforcement, basement sheetrock, crawl‑space access. • Accessibility & interior upgrades: wheelchair lift, ADA‑compliant restroom, handrails, tactile signage, accessible parking stall. • Mechanical, electrical, plumbing: boiler replacement, HVAC pipe upgrades, new fire‑alarm/electrical systems, EV‑ready infrastructure, plumbing caps, condensate well. • Historic preservation: in‑kind material repair, documentation of historic elements, compliance with Interior Standards, protection of original windows/doors/trim.
