The Metropolitan Government of Nashville and Davidson County is seeking a comprehensive, fully integrated Police Records Management System (RMS) for the Metropolitan Nashville Police Department. The solution must cover the entire law‑enforcement data lifecycle—from call‑for‑service through incident reporting, investigations, arrests, evidence handling, case closure, and analytics—and must replace or interoperate with 34 existing interfaces. The contract is a five‑year base period with optional extensions (two‑year extensions twice and a one‑year extension) and requires CJIS, CALEA, NIBRS/TIBRS, HIPAA, and other security compliance, as well as open‑architecture APIs and hybrid hosting options.
• Provide a complete RMS covering >50 functional modules (arrest/booking, asset management, BOLO, case management, analytics, mobile field reporting, etc.).
• Deliver open, standards‑based APIs (JSON, XML, NIEM) with no additional data‑access fees and support hybrid cloud/on‑prem deployment.
• Meet stringent security and compliance standards (CJIS, HIPAA, NIST, encryption, immutable audit logs) and supply required insurance coverage.
• Support migration of ~6.8 TB of existing data and integration with current Oracle 19c environment and 34 legacy interfaces.
