IDR Mail Modernization

The State of Iowa, through the Iowa Department of Management on behalf of the Iowa Department of Revenue, seeks a single vendor to deliver a full‑scale, integrated incoming mailroom modernization solution. The contract will replace aging hardware and manual processes with a turnkey system that includes scanners, envelope openers, barcode readers, secure data‑capture software, workflow automation, and ongoing maintenance and support. The solution must integrate with existing IDR IT systems, meet stringent security and accessibility standards, and be hosted in a U.S. data center or on‑premise environment. Key deliverables include hardware procurement, software licensing, system design and configuration, data security (encryption), user training, cut‑over support, and a five‑year performance period with up to ten optional one‑year extensions. • Provide all hardware (scanners, envelope openers, barcode readers, servers) and software (OCR, data capture, workflow, encryption, postal management) required for an automated mailroom. • Design, configure, and integrate the solution with IDR’s existing systems, ensuring compliance with IRS Publication 1075, SOC 2/ISO 27001, and State accessibility policies. • Deliver implementation services: installation, testing, user training, hyper‑care support, and a five‑year maintenance/support plan, plus annual renewal options.
