RFGP for Marketplace Partner Agent Grant Program

The Oregon Health Authority's Oregon Health Insurance Marketplace is seeking proposals from Oregon-licensed insurance agents to participate in the Marketplace Partner Agent Grant Program. The program provides funding and support to qualified agents to help educate and enroll Oregonians in the state's Health Insurance Marketplace. The grant funds will be used to support marketing and outreach efforts, enrollment services, and other activities to increase access to health insurance coverage for Oregonians. The program is primarily focused on qualified health plan eligibility and enrollment through the Marketplace and HealthCare.gov. The grant agreement cycle will be for approximately two consecutive years, starting July 1, 2025. The key responsibilities of the partner agents include conducting QHP-focused marketing and promotion efforts, providing enrollment services, participating in required Marketplace training, and developing systems of referral to community-based organizations. • The program aims to increase access to trusted coverage experts and improve overall understanding of health insurance coverage. • The partner agents will work with local community organizations and other insurance agents/brokers to establish information-sharing processes. • The grant funds will support the development of strategies to overcome barriers to completing proposals. • The partner agents will provide assistance for clients who experience service, reimbursement, and other coverage-related issues. • The program will provide referrals through the Marketplace Find Local Help tool, the Marketplace call center, and other partners in the program.
