Helicopter Pilot Training & Certification Services

The City of Phoenix is seeking a contractor to provide helicopter pilot training and certification services for a five-year term. The contractor will be responsible for providing training and certification for private pilot, commercial pilot, flight instructor, and instrument flight instructor ratings. The contract will commence on or around January 1, 2027, and will have a term of five years with no options to extend. The contractor must be certified by the Federal Aviation Administration (FAA) Flight Standards Service as a Part 141 Pilot School and must employ FAA-certified flight instructors.
