YH27-0049 Microsoft Power BI Consulting Services

The Arizona Health Care Cost Containment System (AHCCCS) seeks a qualified contractor to provide Microsoft Power BI consulting services that will replace its existing Cognos reporting environment and deliver a modern, Azure‑based analytics solution. The contractor will be responsible for assessing current Cognos reports, creating a rationalization and modernization strategy, designing a future‑state Power BI architecture, developing and migrating reports and dashboards, implementing governance and security models, and providing comprehensive training and knowledge‑transfer deliverables. The work is organized into defined phases with strict calendar‑day deadlines for assessments, design, testing, and deployment, and the contract includes a two‑year base period with up to three one‑year extensions. • Conduct a Cognos report inventory and assessment (60 calendar days after start). • Produce a rationalization & modernization strategy (45 days after inventory acceptance). • Design future‑state Azure/Power BI architecture and develop migrated reports/dashboards. • Deliver ongoing project management artifacts (PMP, schedule, weekly status reports). • Provide training curriculum, user training, and knowledge‑transfer/runbooks. • Align solution with AHCCCS HIPAA and Microsoft Purview governance requirements.
