Description
The State of Hawaii seeks a qualified contractor to conduct a comprehensive, confidential statewide assessment of home‑birth and community‑based midwifery services. The contractor will design and administer a survey, map practitioner coverage, analyze capacity and referral pathways, and produce a final report with actionable recommendations for maternal‑health planning.
• Develop research plan, outreach framework, and confidential survey instrument with input from a small advisory group of midwifery experts.
• Identify and recruit all home‑birth and midwifery practitioners across the islands, administer a detailed survey, and compile a de‑identified dataset.
• Produce geographic service‑area maps, descriptive tables, and a final landscape report (including executive summary and presentation) to support statewide maternity‑care planning.
