Kilohana Property Management and Site Operations

The County of Maui’s Office of Recovery is seeking a qualified firm to provide comprehensive property management and site‑operations services for the Kilohana Disaster Interim Housing Program (DIHP) facility, which supports households displaced by the August 2023 Maui wildfires. The contract is for an initial two‑year term with the possibility of two one‑year extensions, subject to fund availability. Proposals must be submitted electronically by November 27, 2026. An optional site visit is scheduled for November 6, 2026. The award will be based on technical approach, qualifications, and price. • Manage day‑to‑day operations of the Kilohana interim housing site (maintenance, security, tenant services). • Oversee occupancy, financial reporting, and compliance with state and county regulations. • Provide monthly invoicing and detailed performance documentation. • Must meet Hawaii state certification requirements (Tax Clearance, DLIR compliance, Good Standing). • Preference for local (Hawaiian) staff and subcontractors; at least 75 % of staff to reside in Hawaii.
