Master Planning/Real Property Management Services

The U.S. Army Central (USARCENT) Engineer Directorate is seeking a prime contractor to deliver Base Operating Support (BOS) Master Planning and Real Property Management services for installations within the USCENTCOM AOR and at Shaw AFB, SC. The effort is a non‑personnel services contract requiring a SECRET facility clearance, and the contractor must provide all personnel, equipment, and support needed to develop master plans, conduct real‑property analysis, and produce deliverables that will guide future BOS resourcing, force‑structure decisions, and infrastructure investment. The contract includes a 12‑month base period with three optional one‑year extensions, and the work will involve extensive coordination with Army and joint stakeholders, security compliance, quality‑control processes, and occasional travel to CONUS/OCONUS sites. • Provide BOS master‑planning, facility/base‑camp planning, and real‑property analysis for USARCENT AOR (Gulf States, Central/Southeast Asia, Levant). • Deliver technical reports, value‑engineering studies, and integration of data into Army systems (AFCS, JCMS, RPLANS, GFEBS, etc.). • Maintain a SECRET facility clearance and ensure all personnel have appropriate security clearances and training. • Submit monthly status reports, quality‑control plans, and manpower reporting as required. • Perform on‑site and off‑site support, including travel to OCONUS locations, and manage key personnel (Program Manager, Alternate PM).
