Consultant Services, Outside Counsel for Affordable Housing Insurance Program RFP

New York City Economic Development Corporation (NYCEDC) seeks qualified law firms or attorneys to serve as outside counsel for its newly‑created Affordable Housing Insurance Program. The selected consultant will advise NYCEDC (and, when required, other city agencies) on tax, insurance, corporate governance, and public‑finance matters related to structuring, capital investment, and ongoing program governance. The engagement supports a $100 million, three‑year funding infusion aimed at reducing property and liability insurance costs for affordable and rent‑stabilized housing. • Provide legal advice on program design, financing, and insurance‑related transactions. • Represent NYCEDC in negotiations and possible litigation concerning the program. • Deliver strategic counsel to ensure financial solvency, self‑sustainability, and compliance with city, state, and federal regulations. • Must submit a detailed M/WBE participation plan and meet standard RFP requirements.
