Description

The City of Springfield seeks a qualified contractor to remove up to 75,000 tons per year of synthetic gypsum generated at its power plant and to provide a beneficial‑use pathway (recycling, resale, or other authorized processing). The contractor must handle loading, transportation, compliance with environmental regulations, and deliver the material to an off‑site location, meeting strict quality specifications for purity, moisture, and soluble salts. The award will be a minimum three‑year contract beginning January 1 2027, with potential extensions based on performance and funding. • Remove synthetic gypsum from the plant (3100 Adlai Stevenson Dr.) and transport it to a bidder‑owned or leased site. • Meet material quality standards: ≥ 95 % purity, ≤ 12 % moisture, ≤ 600 ppm soluble salts, ≤ 200 ppm chlorides, < 1 % insoluble residue. • Provide all required permits, licenses, insurance, and performance bonds; submit monthly tonnage reports and maintain compliance with state and federal regulations.

Budget estimate

$2,250,000 – $4,500,000

The solicitation does not disclose a contract ceiling; however, the scope allows up to 75,000 tons of gypsum per year. Assuming a market‑based removal/processing rate of $30–$60 per ton, total annual revenue would range from $2.25 million to $4.5 million, yielding a three‑year contract value of roughly $6.75 million to $13.5 million. Factors influencing the final amount include the bidder’s per‑ton price, any discount structures, and whether the contractor can capture additional revenue from resale or recycling of the gypsum.
