PAYMENT PROCESSING SYSTEM

The State of South Carolina, on behalf of the Medical University of South Carolina (MUSC), is seeking a vendor to design, develop, implement, and support a secure, SaaS‑based payment processing system that will replace the current TouchNet platform. The solution must integrate in real‑time with MUSC’s Student Information System (Workday) and a variety of third‑party applications, support student payment plans, provide comprehensive reporting, and meet rigorous PCI‑DSS, FERPA, and SOC 2 compliance standards. The contract will be awarded on 11 / 17 / 2026 and will run for an initial three‑year term with up to four one‑year renewal options (maximum seven years). The awardee must submit both full and redacted technical and business proposals electronically via the SCEIS portal and maintain a South Carolina vendor registration. • Core functionality: full‑featured billing, refunds, payment‑plan module, GL coding, charge‑back/dispute management, and role‑based access controls. • Integration: real‑time APIs to Workday SIS/ERP and third‑party systems (Anthology, Modern Campus, Cloud CME, DSE Rec, Point & Click). • Security & compliance: PCI‑DSS, FERPA, SOC 2, tokenization, annual penetration testing, and a 99.95 % monthly availability SLA with penalties.
