The Texas Department of Transportation (TxDOT) Aviation Division is seeking a qualified consulting firm to develop an Airport Layout Plan (ALP) and accompanying narrative for Liberty Municipal Airport, following FAA Master Plan SOPs. The solicitation is a Request for Qualifications (RFQ) with a submission deadline of November 12, 2026. Firms must submit a concise qualifications statement (max 9 pages) detailing experience, technical approach, proposed schedule (in weeks), and key personnel.
