RFQ 27-05723 Enterprise Observability Platform

Massachusetts’ Executive Office of Technology Services and Security is seeking a commercial, cloud‑based enterprise observability platform (SaaS) together with professional services to provide end‑to‑end visibility across VMware, Microsoft 365, Internet services, and identity systems. The award will be under the existing Statewide Contract ITS86 and will cover a 36‑month term, with a roadmap for future phases that expand coverage to additional infrastructure, network, and application layers. Vendors must be current ITS86 contract holders and must demonstrate ability to integrate with existing monitoring tools and deliver comprehensive dashboards, alerting, and documentation. • Provide SaaS observability platform covering VMware, Microsoft 365, DNS/HTTP monitoring, and identity services (Entra ID & AD). • Deliver design, implementation, training, support, and documentation for Phase 1 (enterprise dashboards, alerting, integrations). • Must meet extensive security, privacy, accessibility, and generative‑AI compliance requirements; integration with ServiceNow, Teams, OpsRamp, and SolarWinds is required. • Pricing must include subscription, implementation services, support, and optional items, with a fixed rate for three years and ≤ 3 % annual increase thereafter.
