The VA is seeking an enterprise‑wide, point‑of‑care ultrasound (POCUS) middleware and image‑management system to be deployed across roughly 172 VHA facilities. The solution must ingest images from a variety of handheld and cart‑based ultrasound devices, provide a POCUS‑specific PACS, integrate bidirectionally with VistA/CPRS and Oracle Health Millennium via HL7/FHIR, and meet extensive security, compliance, and availability requirements (FedRAMP, VA ATO, Zero‑Trust, FIPS‑validated cryptography, 99.5 % uptime). The contract includes a 12‑month base period with up to four additional 12‑month options, and the contractor must deliver full‑life‑cycle services including data migration, training, 24 × 7 support, and disaster‑recovery testing.
• Provide a COTS POCUS middleware/PACS supporting DICOM, HL7 v2.x, and FHIR interfaces, with device‑agnostic capability for listed ultrasound platforms.
• Perform enterprise‑wide deployment, data migration from legacy archives, and integration with VA’s electronic health record systems (VistA/CPRS and Oracle Health).
• Meet stringent security and privacy standards (FedRAMP, VA ATO, Zero‑Trust, IPv6, TIC‑3.0, Section 508) and deliver ongoing support, training, and documentation with unlimited‑rights source code.
