Child Support Automated System Replacement

The State of North Dakota’s Department of Health and Human Services is seeking a vendor to design, develop, and implement a modern, cloud‑based child‑support system (“NoDaK”) to replace the legacy FACSES platform. The effort includes full system architecture, data migration of all legacy records, integration of roughly 48 internal and external interfaces, compliance with federal OCSE certification, extensive testing, training, change management, and a multi‑year operations‑and‑maintenance support contract. • Design and delivery of a modular SaaS/PaaS/IaaS solution hosted by the vendor • Migration of structured and unstructured data from FACSES, preserving historical records • Development of 48+ interfaces with state, federal, and private‑sector systems (e.g., banks, courts, SSA, OCSE) • Full project management, risk, quality, and change‑control aligned to PMI/ND standards • OCSE certification support, disaster‑recovery/BCP planning, and post‑implementation O&M (up to 5‑year renewal)
