Jefferson Parish is seeking qualified professional consulting firms to conduct a comprehensive water and sewer rate study and financial review for its utility system serving ~160,000 water and ~116,000 sewer customers. The consultant will evaluate existing rate structures, financial practices, operating costs, capital needs, revenue adequacy, and propose alternative rate structures and financial projections. Additional tasks include reviewing billing and collection practices and identifying anomalies. The work will be performed under a Statement of Qualifications process; the Parish may award one or more contracts based on the submissions. • Review of current water/sewer rates, policies, and financial practices • Analysis of historical and projected O&M costs and capital improvement needs • Evaluation of system revenues, debt, reserves, and overall financial health • Development of alternative rate structures and financial projections • Preparation of a final report with findings and recommendations • Optional review of billing/collection processes and identification of irregularities • Must demonstrate at least 5 years experience and 5‑year business existence, with prior municipal utility work (100,000+ accounts) preferred.
